Scanning through the rulebook and 2010 addendum.... the word "malfunction" is only used in the context of not getting a penalty for dropping a mag/speedloader while clearing a malfunction or having dispensation to use the strong or weak hand.

The DNF language on page 46 says "If a contestant cannot finish a stage due to a broken firearm... " [emphasis added]

A dud round or bad primer does not, I'd opine, constitute a broken firearm.
