The cover calls were sometimes painful too. Cindy, Travis, and I agreed ahead of time to not award PE's for a couple inches out of cover, but half of your foot - yes. This sounds easy to manage, but what about 1/3 of someone's foot? Damn. We did our best to call it the same for everyone, but I'm sure there was a little slop where someone got away with something that was essentially the same as what someone else got dinged for.
This is always a struggle for me.  Some of our MDs feel that you should give people a break.  On the other hand, the rule book says that all of your lower body must be behind cover -- not that a couple inches of your foot can be exposed.  And in recent matches it has seemed to me that most of the cover violations that I called were for the feet, particularly right-handed shooters on left cover.  If I call it as I see it, according to the rules, shooters get pissed off.  If I let a little slop, then there is the issue that you describe -- how much is too much?
