I would think that is a perfectly reasonable statement. Isn't that how any successful businesses operates?  New programs don't always work as intended the first time they're tried, but successful people have learned to keep the "good' ...remove the 'bad'... and refine the system into something that is effective in satisfying their customers.
  
Absolutely! There is one other aspect to trying new systems also, a business has  to expect and plan for how to handle problems when people spend their money and don't get what they thought they were going to.
