It sounds to me like the choices are allow it to compete in SSP when de-cocked as specified in the manual or else let it compete only in ESP.
Rich just read the IDPA rule book.  DA/SA pistols start hammer down.  Period.  

Some CZ pistols have FPB while others don't.  The 75B has one as does the Phantom and the 85B while the 85 Combat and Shadow don't.

IMHO placing the thumb between the frame and the hammer and then gently rolling the thumb out from under the hammer while pulling the trigger is a much safer way to lower the hammer than using the finger/thumb pinch method.  The only AD's I have witnessed while lowering the hammer have come from the pinch method.  In both cases oil was on the sides of the hammer causing the finger/thumb to slip from the hammer.
