A manually uncocked standard CZ75B does indeed have the hammer all the way down.
It does indeed have a firing pin block. I don't know why the linkage on the CZ75BD only lowers the hammer to approximate halfcock position. Maybe that was all they had room for in an existing frame size not designed for the gadgetry.

My "pre-B" (Did Julius Caesar say he was born in 100BC?) has a nice long spur hammer and is no problem to uncock.
I don't worry about it going off if dropped even though it does not have a mechanical firing pin obstruction. The inertial firing pin makes it as safe as a real 1911 in Condition 2 (Which I am aware that some Internet Experts doubt.)
