Because the IDPA rule book says guns with decockers start decocked not hammer down.  DA/SA guns start hammer down in SSP.  Why?  Because the rule book says so.  When you play a sport you follow the rules of the sport as they are written.  It isn't a matter of"strict interpretation".  The rule book is clear and if you are playing IDPA you play by the rules or you are playing something else.

I assume by CZ rule book you mean CZ Manual.  

As an aside IPSC/USPSA has the same rule for their Production Division.
