I don't have a CZ rule book, so I don't know the answer, but IF a CZ rule book said it was safe to decock to the half-decocked position and that is was unsafe to decock it further then I think that safety should take precedence over an overly strict interpretation of the rule book.  If the IDPA rule book definition of decocked overrides all other factors, then why aren't those shooting decocker models forced to drop the hammer past the half-decocked position?
