Funny. I'm new to IDPA and ran into the same thing. The SOs that won't allow you to decock are incorrect. Look at the rules and you'll see nothing that prevents it. The CZ75B can compete in either SSP (if decocked) or ESP (if run with the first shot cocked and locked). There is some disagreement as to whether running the pistol is SSP requires a complete decock with the hammer lowered to the frame, or if you can decock only to the safety notch (which is consistent with the CZ decocker models). I think someone on this board is asking IDPA for a ruling on that question. Additionally, there seems to be some issue as to what happens if you have a AD/ND while decocking. Some say you are automatically DQ'ed. Others say that if the bullet isn't within 6 feet, then is not an automatic DQ, but you may be DQ'ed at the discretion of the SO for unsafe gun handling.
The CZ75.85 DA/SA guns MUST be started hammer down in SSP.  To drop the hammer just place your thumb between the frame and hammer and pull the trigger.  From there you roll the thumb out gently lowering the hammer to it's fully down position.  I have seen and have received more reports from experienced RO/SO's of accidental discharges and the resulting DQ's for shooters using the thumb pinch method.  Using this method the thumb and finger of the weak hand pinches the hammer to lower it.  If you have any oil on your thumb/finger or if the hammer has any oil on the sides you risk the hammer slipping from your grasp.   Gun goes bang...shooter goes home.

For ESP the gun maybe started cocked and locked or hammer fully down at the shooters option.

Page 20 H "Begin hammer down for selective DA/SA pistols."  Note it does not say decocked or decock to the safety notch.  It says "down".
