In my opinion, no penalties should be assessed in the stats shack, with the exception of the equipment violation, which has ultimately been assigned by the SO and not the stats personnel.
The job of the SO's and score keeper is to keep things safe, informative, fun and unfortunately, assessing penalties.
The job of the stats shack is to enter scores and penalties as they are noted on the score sheet, not second guess what the SO may or may not have missed.
For example, stages that require 3 shots per target. You engage 3 targets and by luck of the draw (my luck of course) you get a -0 and 2 misses on each of the 3 targets. You have satisfied the 4 points per target to avoid a FTN, however the stats personnel, who may not be familiar with the courses, assess you a FTN for each target that is -10. Imagine the confusion and turmoil that would induce!!
