I don't think I have ever seen a procedural given with out the shooter being informed but my experience is mostly on the local level and most of the SOs around here have been through Ted's class. When I SO, I ususally let the score keeper know when I have a penalty by "calling a strike" with the hand not holding the timer. This also helps to quiet the peanut gallery as you don't have a half dozen guys cat calling making sure you know their buddy flubbed up, which also messes with the shooter for the rest of the stage, and just have one "oooooooh" at most.
