You already have the most important thing you need. The desire to start a club. It all starts with one. When I joined our club we only had some simple target stands. Over time as more people attended we were able to collect more money and buy cooler targets, walls etc.

Attending IDPA safety officer training is a good idea. Not only does it cover safety but it also covers the IDPA rules.

As far as the shooting area, to my knowledge there is no "IDPA shooting bays". Check the NRA website, they may have some guides there for constructing a pistol shooting range. I believe that you should have burms on the either side that are at least 8 feet high, and the burm down range should be about 12 feet high. More shooting bays is always better, of course ha! I shoot at two clubs. One is fairly large and we use 3 or 4 shooting bays. The smaller club has two.
