Actually, the rule states "Begin hammer down for SELECTIVE SA/DA pistols."  The safety equipped models are selective.  The decocker model is hammer down only. 
It wouldn't make any sense to buy a gun with a decocker for IDPA if you have to also manually lower the hammer all the way down after using the decocker. I have had a club initially give me a hard time when I went to manually lower the hammer (safety equipped gun) while making ready. After some discussion they agreed I could do it. Because of this I was thinking if I got a backup, I'd get one with a decocker to not have to deal with the situation. Mark
