I probably should have been a clearer. For an example, lets use a simple COF where you have one non-threat and a number of threat targets. What I was referring to was not allowing an advantage by placing the threat indicators where say in one case a shooter would have it as the first target allowing him to run the rest of the targets but another would have to deal with the non-threat the middle of an engagement i.e. put a long transition between targets, and worst case another would have the non-threat as the last target, has to look for it though out the string. It's easier to see than it is to explain and sometimes the advantage is more in perception than actuality. :\
