At a minimum it seems to me that it's up to the observing SO to exercise the discretion as to whether the technique being utilized evidenced unsafe gun handling. For example, a hot dog contestant who is much too quick or cavalier with his technique might warrant a DQ, but someone moving carefully and using a sound decocking technique, but the hammer slips from his fingers might not warrant such a severe consequence. Consider, would you immediately DQ someone if the gun discharged into the berm because of a failed decocker mechanism, or would you allow the contestant to withdraw the pistol and substitute another?
