The IDPA category appears to be a concession for folks who don't want to upgrade to Limited standards for the match, and don't want to feel "disadvantaged".
I don't think that's the case, Rob. CDP, ESP and SSP are recognized as are Cowboy divisions. They are sponsored and have prizes and cash awards for 1st, 2nd & 3rd. Open and Limited are the realm of race gear, both guns and ghost holsters. ISI Shootists, who ran the Steel Challenge for years and made it the richest prize match today long before they sold the rights to USPSA, also hold IDPA matches, not USPSA matches at their facility.

Taran Butler has competed and won in ESP at the Steel Challenge the last several years. I don't think he feels disadvantaged or in need of a concession anywhere he shoots.
