I suspect the 60 second restriction between posts is to prevent double posts.

I cut my teeth on the very unreliable PC software of the late 80's, and there are a couple of lessons learned there. I almost always copy any significant amout of reply into the copy buffer, just before hitting "Post" just in case anything goes wrong. Just like I always save work before hitting "Print." Just like I back up my hard disk, every hour or so when significant work is being done.
