What causes most delays, in my opinion, is figuring out where the perf runs under all the pasters. Don't see how overlays help with that. In general, to me, overlays seem to be a solution in search of a problem. 

Jay brings up a point I've wondered about. How to determine where the heck the perf is after it has been taped all to heck and back. Should the target have been replaced? Sure, in a perfect world. But it wasn't. So what do you guys do?
