In my experience in IDPA, if it is too close to call, the shooter gets the better score, is much faster. I have never had a target score take almost 15 minutes in IDPA. It isn't all that uncommon with overlays.

In IDPA the very worst case is SO says -3, shooter says I don't believe it and calls for the CSO. The CSO says -3, the shooter says I don't believe it and calls for the MD. Target is pulled and the MD says -3. If the shooter is still not satisfied he can find his $100 and get several more people to look at it. Simple. Quick.
If overlays didn't work reasonably well then USPSA would not continue to use them. 

Sounds like your solution is much more time involved than what's involved with simply putting an overlay over the hit in question.  Rarely does it take a lengthy time in USPSA to score a target. 

If IDPA goes to 1 sec per point down the implementation of overlay scoring must occur at the same time. 


No, not at all. If the call is that close, the higher score goes to the shooter.
