If there is consideration being given to adopting the 1 sec rule there needs to be consideration given to training and allowing IDPA SO's to use overlays. That shot's value is doubled with the 1 sec rule therefore shooters are going to care a lot more that they get a fair shake during scoring. Overlays are a quick way, with near perfect certainty, to determine if a shot is "in" or not.

Overlays have been used by trained RO's in USPSA for many years. IDPA continue to upgrade its SO's training; this could be another area to include. It's pretty simple to teach.

The argument that the use of overlays cause match delays has been used for years. I don't think it holds water. Doesn't take but a couple seconds to slap an overlay over a hole. That the same amount of time the inexact eyeball method takes.
