That one is easy, a single PE. Somewhere I think the rule book uses that example. It is a single act and therefore gets a single PE. You shot from a cover position and did not use cover. CoF doesn't need to say use cover as you must always use cover if available and saying so in the CoF doesn't add or subtract from that.

More confusing to me is shooting first from P3 (instead of P2) and shooting T2 from P3. While it is a single act of shooting from P3, it does break two CoF distinct directions that are not related. Which place you go to first has nothing to do with shooting 1 & 2 from the left and 3 & 4 from the right. That seems like 2 PEs to me, as would shooting wrong hand and wrong order, even if from the same position.
