"I believe there is more than one way to not follow the COF description"

I agree in spirit, and generally it gets called that way in my experience, but the rulebook neither agrees nor disagrees. It's just a big gaping hole. Is failing to follow the COF description one big type of PE, or are there a whole variety of PEs that would loosely fall under the category of failing to follow the COF description? 5.1.2 introduces the concept of PE types, but the rulebook does not clarify what those types are. Without that, there's a huge loophole for rules lawyering and arguing that a shooter's multiple mistakes all fall under one type of PE.

Of the various opinions offered on the sample scenario, I agree with some more than others. But there's not one that I can definitively point to and say "that one's the correct answer, and here are the passages in the rulebook that justify that." We can argue all we want about which various mistakes fall under the same PE type, and the rulebook doesn't step in with a definitive answer. That's a hole, and one I'm disappointed to see not addressed in the new update.
