That one is hard for me to understand.  With that logic, then there will only ever be one PE no matter how many individual things went wrong.

I believe there is more than one way to not follow the COF description, and I believe they each deserve a PE.  If one shoots while stopped instead of moving, and shoots from the wrong position, they are both not following the COF description, and they are separate and distinct errors, each warranting a PE.

In the case above, the shooter could have went to P3 first and shot the targets in Tactical Priority.  That would have been one PE.  But the shooter went to P3 and shot the targets out of Tactical Priority.  That is two separate and distinct errors, warranting two PEs. 

This rule says exactly that:
5.1.2  Only one (1) PE is assessed for each type of infraction in a string of fire.  If the shooter commits more than one type of infraction, such as using the wrong specified hand and firing an incorrect number of shots, a separate PE is assessed for each type of infraction. 

Not engaging a target is another separate and distinct error.
