Rule 5.1.2 is clear one penalty for each type of infraction per string of fire.  The rule goes on to list two exceptions.  Neither exception deals with rule 3.6.2.1 where you get a procedural for each shot fired.  Am I missing something?

Take Care

Ill take a stab. Below are the two rules from the last two rule books.

(ver. 2013)
5.1.2. Only one (1) PE is assessed for each type of infraction in a string of fire. If the shooter commits more than one type of infraction, such as using the wrong specified hand AND firing an incorrect number of shots, a separate PE is assessed for each type of infraction. There are two exceptions to the “one PE per infraction” rule.

(ver 2015)

(ver. 2015)
3.6.2.1 If the shooter reloads and continues to engage targets while moving to the next shooting position, a Procedural Error penalty will be assessed for each shot fired.

Here is my assessment..........Ill offer free of charge. ....

They forgot to change rule 5.1.2 to include the new rule of  3.6.2.1

Thats it! Rule 5.1.2 would include the new 3.6.2.1 making it the third exemption to the one per infraction rule had anyone before you noticed it. I will add it to my minor error thread. Thanks you.
