I don't have a gun optimized for CCP, but I tested what I have today.
115 gr JHP defense gun practice load 5" Colt 1225 fps, f 140; 3.5" SA UC 1123 fps, f 129; 3.8" Sig P225 1154 fps, f 132.
147 gr FMJ subsonic 5" Colt 942 fps, f 138; 3.5" SA UC 863 fps, f 126.
115 gr FMJ Fed. American Eagle 5" Colt 1141 fps, f 131; 3.5" SA UC 1042 fps, f 119.
So you cannot count on Econoball making Minor in a short gun, but you can allow for it in your own handloads. The ones above are not maximum.

We used to have to run handloads or +P factory in Stock Service Revolver when its PF was 125. It was several years before it was dropped to 105 to more nearly match an off-the-shelf standard .38 Special factory load.I shoot CCP often now and have always handloaded for it. Yes, it takes a tad more powder than that the same bullet in an ESP gun in my experience. It's what it takes to meet the current Rulebook and that's what we get to do.

The obvious solution would have been to have a slightly lower power factor for CCP like they had already done for SSR because f 125 .38 Special can be tough to buy or load without getting into +P levels.
